Angono - Solid Waste Reuse and Recycling Project



The Sub-project background and rationale:

The Angono Integrated Solid Waste Management Sub-project is designed to minimize the social and environmental problems caused by the increasing solid waste generation from the community. Estimated at nine metric tons per day in 2005, the volume is increasing rapidly along with the population. The sub-project aims to recover reusable and recyclable materials from collected municipal solid waste. This includes:

1. Waste collection and segregation system
2. Compost - organic fertilizer plant
3. Plastic recycling center
4. Hollow block production plant

Various resource recovery components are geared towards generating income for the LGU and the communities as well as enhancing efforts to clean the environment. Composting the biodegradable materials will generate an organic fertilizer that can be used for agricultural purposes. Processing non-biodegradable materials for the production of hollow blocks will provide construction materials for infrastructure projects, such as low-cost housing units. Thus, the community would resolve the issue on solid waste management and at the same time, sustain the project financially. This will also result in the improvement of the Angono-Binangonan-Cardona Micro watershed in particular, and the Lagunade Bay ecosystem.

The Project Plan:

The proposed project site is a 3-hectare property located in Sitio Labahan, Barangay San Isidro and is surrounded by the quarry areas of Concrete Aggregates Corporation. It is accessible from the town proper through the Don Mariano Santos Highway. The developed area of the project will be approximately 1,500 square meters, which will be enough space to fully accommodate all of the materials recovery and processing equipment. The cost of building the facility is reduced as there is an existing warehouse that is fully wired along with an established security fence. There is also an existing office building that will accommodate the project staff. A comprehensive site assessment has been conducted, which determined that the site is suitable for this use, especially as there are no population centers in the nearby area.

Project Beneficiaries

A majority of the households, all commercial establishments, institutions such as schools, churches and private offices along and near the collection routes constitute the major beneficiaries of the sub-project, by way of excellent solid waste management. In terms of additional income, the hired personnel of the facility and the local government will benefit directly through employment or through processing of the recyclable waste materials. More importantly, the project will provide for a cleaner and healthier environment for the immediate community that ultimately will protect and conserve the water resources of the Laguna de Bay region.

Information and Education Campaign

The Information and Education Campaign will be designed through systematic stakeholder consultation involving non-governmental organizations, private organizations, LGUs, and community organizations. Women will be an important central target of the IEC programs as they are commonly tasked with household management. Information media will include print, posters, billboards and others.
